The UCLG Congress – The Local and Regional Leaders World Summit - is organised every 3 years and it brings together over 3000 local and regional elected representatives and practitioners from around the world.

Online Forums

These forums will allow local and regional authorities and practitioners from different parts of the world to come together virtually to raise questions, discuss issues, share experiences, and work together to develop new knowledge, ideas and approaches. The objectives of the forum will be to contribute to the academic development of the programme and to foster interest and participation of those that might not be able to travel to Mexico.

The projected forums will be on:

  • Promoting Innovation
  • What should be the new Global Governance
  • The city of 2030

Innovation

We are expecting that in this particular Forum, local and regional governments can identify interesting cases where they have found innovative ways to deal with the effects of the crisis, as well as that of facing the challenges and opportunities of topics such as cultural diversity and gender equality. The forum will look for new practices in issues such as:

  • Local Finances
  • Unfunded Mandates in Decentralization
  • Public Basic Services: new choices, new obligations
  • Local Economic Development
  • Poverty alleviation
  • Cultural diversity and intercultural dialogue

Governance

The logic of global governance is changing, currently we can't pretend that only nation-sates shape international affairs.  New and not so new non-state actors have to be considered, such as: guerrilla groups, separatists, remnants of decaying states, kernell  of new ones, international NGOs, multinational cooperations, etc.  Furthermore, the formal UN system is under close scrutiny.  This Forum would like to reflect on what the local actors consider will be this new global governance and what will be their place in this new structure.  The forum will deal with the following specific topics:

  • Partners in international development
  • Partners in global solutions
  • Partners in regional integration

The City of 2030

This forum gives us the chance to stimulate and challenge us in our thinking about our urban future. We can think here of our role, as local and regional leaders, in developing a realistic and positive Vision and set of strategies and policies for the future of the “City”. This Vision will be ample, in that it will encompass issues such as how the city should look and be organized, as well as those that deal in what will be the values and rights of the people that will live in the city. We will deal with the topics defined for the congress, which are:

  • Living in the city
  • Working in the city
  • Moving in the city
  • Shaping the city

1st Plenary session 

SOLUTIONS FOR THE CRISIS

Today, we face a number of crises, together with a set of tough major challenges, which interact upon each other – and which will intensify in future.  These include: the financial, economic and fiscal crises; the climate crisis; the coming energy crisis or challenge; the demographic challenges; the environmental crisis; the continuing crisis of poverty and growing inequality. Together, one may conclude, they require us to rethink the model of globalisation which has dominated national and international policy-making in recent decades, and to seek a better balance between the global and the local.

The first plenary session of the Local and Regional Leaders World Summit, on the theme ‘Global Crises: Local Impacts’ will provide an opportunity for local and regional governments and their partners to present their responses and solutions to the crisis.

The Local and Regional Leaders World Summit- the III World Congress of United Cities and Local Governments- will take place from 16 to 20 November this year, in Mexico City, and will look at three main themes: Global crises: Local Impacts; the City of 2030; Local and Regional Governments – Partners in the new Global Governance.

More than 3000 high-level representatives of cities, regions and other local governments, their associations and partners, are expected to attend the Local and Regional Leaders World Summit- the III World Congress of United Cities and Local Governments- hosted by Mexico City.

The aim of the Local and Regional Leaders Summit is to discuss the critical issues facing our world and each continent – and to agree our own set of initiatives, priorities and actions.

The Local and Regional Leaders World Summit is, moreover, linked to the Mayors Climate Change Summit on the following day (21st November), organised by Mexico City in partnership with UCLG and the thematic associations C40, ICLEI and World Mayors Council on Climate Change, and the issues around climate change will be addressed in greater depth during this meeting, which takes place just a few days before the start of the COP 16 intergovernmental conference  on climate change – the first since the disappointing Copenhagen conference – in Cancun, Mexico, on 29th November.

The 3rd UCLG World Congress will have pre-congress virtual Forums. The idea is to have a wide discussions on the main subjects of the congress, with the hope that each discussion produces a document that can be considered in the meetings that will be held in Mexico City.
