Mexico City, May 1st, 2010

Dear friends,

Mexico City is honored to receive the World Summit of Local and Regional Leaders from the 17th to the 20th of November, 2010. The Third Congress of Cities and Local Governments (UCLG) will bring together mayors, governors, leaders of sub national regions, provinces and local authorities from around the world.

Local governments are the sphere of public authority closest to the people. We are the first to face the everyday problems of our population’s demand for services and their most basic needs. However, we have historically been neglected by central governments and given a back row on international issues. It keeps us apart from the global forums where major decisions are taken on the planet's most pressing issues, such as international security, migration, health, climate change, etc.

The 3rd Congress of UCLG is the time for the mayors and local and regional leaders of the world, to raise our voices and express ourselves collectively on these issues that affect us every day and that cross traditional boundaries. It will be an opportunity to gain our rightful space in global governance in the coming decades.

This Summit will be an event like no other. Instead of celebrating it in a traditional venue want you to live our city and live it with its people. Therefore, the Congress will be held in the historic center and the working sessions will be held in different historical places. Thus, participants will be rewarded with the great experience of living in the heart of Mexico City.

On the 20th of November 2010, the closing day of our Congress, we will celebrate the centennial of the Mexican Revolution, the first social revolution of the twentieth century and whose values of social justice remain as valid today as then. It is our deep desire to welcome you to Mexico City to exchange experiences and to make a difference for our citizens.

It is our pleasure to invite you to participate in the third World Congress of United Cities and Local Governments - the Local and Regional Leaders World Summit, which will take place from the 16th to the 20th of November 2010, in Mexico City.

Since its creation in Paris in 2004, United Cities and Local Governments has worked to make the voice of mayors and local and regional officials heard, in order to guarantee that cities and regions take their rightful place in the international community.

The cities and regions, including their inhabitants, that we work for, are being faced with stark challenges from global phenomena and events that demand individual and collective action from local authorities, such as: climate change, shared sustainable development, financial crises, dialogue between cultures.

The Local and Regional Leaders World Summit, which will bring together mayors, presidents of regions, local elected officials and their partners, will be an unprecedented occasion for exchange and debate on the role of local governments in development and in the efforts for greater between citizens and also between cities and regions.

The Summit will also be an opportunity to come up together with the answers of local and regional authorities to the pressing issues of this century. Every day, cities and regions are increasingly being recognized as leading actors in the search for solutions. Together, we invite you to Mexico City to take part in drawing up the initial blueprints of a new, more efficient and more democratic world governance. We invite you to envisage with us, the city of the future, the city of 2030.

Your participation at the Summit will also allow you the opportunity to discover the impressive cultural and historical heritage of downtown Mexico City, as well as the vitality of every day life in one of the world’s greatest metropolises.

The high aims of the Summit, its wide participation and its exceptional location promise to make the Summit a unique event of landmark importance. The presence of a large number of delegates will be key to allowing us to move forward with our shared analyses and goals.

• The Chief of Mexico City Government announced the city will host the Third World Congress of Cities and Local Governments

• Successful local governments and leading Mayors will seek solutions to common problems

More than two thousand mayors of the world will meet next November in Mexico City to discuss and define policies to address economic and climate change, transport and human rights, in order to define the direction of cities by the year 2030.

Representatives of all the world will meet in the Historic Center of the City where some of the brightest minds and most successful governments, regardless of their political origin, will discuss common concerns and suggest a vision for the future, said the Chief of Federal District Government, Marcelo Ebrard Casaubon, announcing today that Mexico City will host the Third World Congress of Cities and Local Governments.

Noting that this is a very big distinction not only for the city but for the country, he also said it is a great opportunity to reach agreements that solve useful problems that the world and our city face in themes like social inclusion, alternatives for the youth, security, sustainability, transportation and water, among others, but said as well "to show what  Mexico is, what Mexico means and what is the vision that Mexico has."

UCLG is the international alliance for all types of local governments and represents their interests globally and aims to be the united voice and world advocate of democratic local self-government and of promoting its values, objectives and interests, through cooperation among local governments.

Moreover, the task of UCLG is focused on increasing the role and influence of local governments and organizations that represent them. UCLG members represent more than half the world's population and are present in 136 of the 191 UN member countries.

The Third World Congress of UCLG will take place from 17 to 20 November in Mexico City and will be the framework for discussion and proposal on the most pressing issues on the international agenda of Mayors, governors, presidents of regions, departments, provinces and local authorities around the world.

In a joint press conference held in the old city center, where Elisabeth Gateau Secretary General of the United Cities and Local Governments;  Francesca Ramos Morgan, Coordinator of International Affairs GDF, Jaime Valls Esponda, AALMAC president; and, Fernando Larrazabal Breton, ANAC president, were present, the head of the capital government, said he was proud that Mexico City has been designated to host this important meeting.

Invites the mayors of U.S. cities to participate in the World Summit of Local and Regional Leaders 2010

Meets with mayors to create a working group on climate change

WASHINGTON, (DC) USA .- The head of the Federal District, Marcelo Ebrard, was pleased with the World Bank’s proposal to create a working group comprised of mayors, to address the issue of combating climate change linked with the perspective of combating poverty in urban areas.

Ebrard used his visit to this city to formally invite all mayors of all US cities to participate in the World Summit of Local and Regional Leaders 2010 to be held in Mexico City on November, and in it to exchange experiences about actions to curb climate change.

Jesus Vizcarra, as FENAMM president, met with Marcelo Ebrard, Mayor of Mexico City.
Mexico City-In his capacity as chairman of the National Federation of Municipalities of Mexico (FENAMM), Jesus Vizcarra Calderon, Mayor of Culiacan, held a working meeting with the head of government of Mexico City, Marcelo Ebrard Casaubon, to establish guidelines that will develop in November 2010 the World Congress of Local Governments in the Federal District.
