The 2010 UCLG World Congress will take place in Mexico City in 2010, from Tuesday 16 to Saturday 20 November 2010. Mexico celebrates both the 200th anniversary of its Independence and 100th anniversary of its Revolution.

Online Forums

These forums will allow local and regional authorities and practitioners from different parts of the world to come together virtually to raise questions, discuss issues, share experiences, and work together to develop new knowledge, ideas and approaches. The objectives of the forum will be to contribute to the academic development of the programme and to foster interest and participation of those that might not be able to travel to Mexico.

The projected forums will be on:

  • Promoting Innovation
  • What should be the new Global Governance
  • The city of 2030

Innovation

We are expecting that in this particular Forum, local and regional governments can identify interesting cases where they have found innovative ways to deal with the effects of the crisis, as well as that of facing the challenges and opportunities of topics such as cultural diversity and gender equality. The forum will look for new practices in issues such as:

  • Local Finances
  • Unfunded Mandates in Decentralization
  • Public Basic Services: new choices, new obligations
  • Local Economic Development
  • Poverty alleviation
  • Cultural diversity and intercultural dialogue

Governance

The logic of global governance is changing, currently we can't pretend that only nation-sates shape international affairs.  New and not so new non-state actors have to be considered, such as: guerrilla groups, separatists, remnants of decaying states, kernell  of new ones, international NGOs, multinational cooperations, etc.  Furthermore, the formal UN system is under close scrutiny.  This Forum would like to reflect on what the local actors consider will be this new global governance and what will be their place in this new structure.  The forum will deal with the following specific topics:

  • Partners in international development
  • Partners in global solutions
  • Partners in regional integration

The City of 2030

This forum gives us the chance to stimulate and challenge us in our thinking about our urban future. We can think here of our role, as local and regional leaders, in developing a realistic and positive Vision and set of strategies and policies for the future of the “City”. This Vision will be ample, in that it will encompass issues such as how the city should look and be organized, as well as those that deal in what will be the values and rights of the people that will live in the city. We will deal with the topics defined for the congress, which are:

  • Living in the city
  • Working in the city
  • Moving in the city
  • Shaping the city

The battle for climate change will be won or lost at local level

THE global battle for climate change will be won or lost at local level, said Joburg Executive Mayor Amos Masondo at the global United Nations climate change conference in Copenhagen earlier this month.

The conference of world leaders, from 7 to 18 December, was set up to thrash out a successor to the Kyoto protocol, which expires in 2012, with the aim of preventing dangerous global warming.

Masondo said it was unrealistic and unjust to expect communities and their local governments to carry the burden of climate change response on their own.

“Copenhagen must deliver a comprehensive international response that is inclusive, just and implementable. It must give expression to the principle of common but differentiated responsibilities and respective capabilities,” Masondo said.

Masondo expressed concern at the failure of the summit to recognise the importance of local government in addressing climate changes.
